SYCAC invites you to participate in a comprehensive and specialized training program, developed within the framework of the Local Governance and Civic Participation project in Syria. The program aims to equip civil society activists, organizations, youth initiatives, and neighborhood committees with the tools and skills needed for effective participation in local governance and influence over decisions that directly affect their communities.
This program comes at a critical moment, as Syria is witnessing fundamental shifts in local governance structures following December 2024, opening new horizons for civil society to help shape the next phase. At SYCAC, we believe this moment calls for qualified civic actors who can engage constructively with local administrations and transform their communities' challenges into real change initiatives.

- 🗓 Duration: 12 specialized training days
- 💻 Format: Fully online
- 🎓 Number of Participants: 20 participants only
- 📜 Certificate: Accredited completion certificate from SYCAC

- Aleppo: Jebel Samaan – Afrin
- Idlib: Idlib City – Maarat al-Numan
- Homs: Homs City – Wadi al-Nasara
📚 What Will You Learn?
The program consists of three sequential and integrated training pillars:
Pillar One — Understanding the Local Environment (6 days) You will build a comprehensive knowledge framework around the local governance system in the Syrian context, and learn:
- How does local administration work and what are its actual powers?
- What are social accountability tools and how do you use them?
- How do you map power dynamics and key actors in your area?
- What are the barriers to women's and youth participation and how do you overcome them?
Pillar Two — Practical Tools and Skills (3 days) You will acquire the skills needed for real influence in your community, and learn:
- How to build a strong, evidence-based advocacy position?
- How to negotiate with local administration and manage policy dialogue?
- How to leverage media and social media in service of your causes?
- How to lead your team and build lasting community impact?
Pillar Three — Application and Initiative Building (3 days) You will translate everything you have learned into a real community initiative, and be able to:
- Link field research findings to your community's priorities
- Design a comprehensive community initiative using a scientific methodology
- Build a genuine partnership with the local administration in your area
✅ Eligibility Criteria:
- Resident in one of the targeted areas
- Active member of a civil society organization, youth initiative, or neighborhood committee
- Full commitment to attending all 12 training days
- Access to a device (computer or smartphone) and stable internet connection
- Genuine motivation for community work and local change
- Women and youth under 35 are especially encouraged to apply
