In light of the escalating violence and systematic targeting of civilians and vital infrastructure in northern and central Syria, including hospitals, we, a group of Syrian men and women from the Syrian Peacebuilding Club representing various regions of Syria, issue this urgent appeal to all concerned parties.
We stress the following points:
Protection of Civilians as a Top Priority
The protection of civilians must be the highest priority for all parties involved, without any form of discrimination. Special attention should be directed toward ensuring the safety and security of minorities in various regions, who are particularly vulnerable in times of conflict.
Adherence to International Humanitarian Law
- We strongly condemn the targeting of medical facilities, with particular reference to the recent attack on the University Hospital in Idlib.
- We call on all parties to fully adhere to international norms and laws that prohibit attacks on civilians and civilian infrastructure.
Protection of Vital Infrastructure Beyond Hospitals
- In addition to medical facilities, the protection of other vital infrastructure such as water networks, power grids, and schools is critical. Failure to protect these resources could lead to even more devastating humanitarian crises.
Combating Misinformation and Rumors
- Media outlets and social media platforms must prioritize accuracy in their reporting and refrain from spreading rumors that could fuel further tensions. We also call for the promotion of a national, constructive discourse that fosters peace and unity.
Providing an Urgent Humanitarian Response
- Humanitarian aid—comprising water, medicine, and food—must be delivered to all affected areas without delay. This is especially critical as winter approaches and adverse weather conditions worsen.
Accountability for Violations
- Independent mechanisms should be established to thoroughly investigate and document violations of international law. These mechanisms must ensure that those responsible for attacks on civilians and vital infrastructure are held accountable for their actions.
Humanity Must Take Precedence Over All Considerations.
